Sometimes it's easier to respond to questions from the After Effects forum
by creating a file.  I think there might be an answer somewhere on the
After Effects Channel too - - schleicher and nagel made 100s of
tutorials even before I showed up.

RANDOM vegas style lightbulbs.  (although this is AE7, there are even MORE ways to do it in AECS3 and CS4 with shape layers)

now
that I think about it, maybe Vegas won't work, but noise still can...
and I added a comp that uses CLONER to do it too (although it still
needs work).
