Pixlr's web-based image editor ROCKS, and is a pretty powerful little online substitute for Photoshop.  You can open folders from your hard drive (which is then uploaded) or from a URL, then you can do all sorts of edits with tools, layers, brushes and you can add filters. 

Then save it as a JPEG or PNG file (it downloads the edited picture).  No software downloads or installation; just do it all from the web, whether you're on a Mac or PC.  Visit Pixlr.com for more details.  Broadband is recommended.
